Issue 1/19 – Special Issue on Monitoring and Indicators

Monitoring the progress of ESIF programmes is a perennially challenging task for managing authorities. The increased focus on results in 2014-20 ESIF programmes has added to the pressure on monitoring systems to deliver comparable data with which to measure the results and added value of EU Cohesion policy. As managing authorities prepare for the Performance Review later in 2019, it is particularly timely to address this topic.

Opening the issue, Irene McMaster, Nathalie Wergles and Heidi Vironen focus on the challenges of demonstrating results in the Interreg programmes, and provide an example of methodologies used in the impact evaluation of the Northern Periphery and the Arctic Programme 2014-2020. The thorny subject of indicators is then tackled by Bernd Schuh, whose article provides an analysis of the concepts of indicators and their use in the current EU policy context. Marcel Bode examines the functions and responsibilities of national Audit Authorities in Cohesion policy over successive programming periods. Alongside the special issue articles, this edition of EStIF also includes two articles on the theme of rural development and rural areas. Stefan Kah assesses the experience so far with implementing ERDF through Community-led Local Development (CLLD) and Francesco Licciardo examines the use of Financial Instruments within Rural Development Programmes in Italy.
