Evaluation Capacity Building Process in Slovenia journal article Lessons Learnt within European Cohesion Policy Krunoslav Karlovčec European Structural and Investment Funds Journal, Volume 2 (2014), Issue 3, Page 231 - 239 Evaluation capacity building is an intentional process to increase individual and organisation’s motivation, knowledge and skills to enhance the ability to conduct and to use the evaluation findings. The article is based on the EVALSED evaluation guide’s framework and presents the process of evaluation capacity building in cohesion policy in Slovenia, as well as the background of this process along with evaluation reports and other relevant documents. In addition, it offers recommendations according to the four levels of evaluation capacity, as well as from experiences gained in evaluation of cohesion policy in Slovenia. In the final paragraph a three-stage framework on how to enhance the evaluation capacity building in the programming period 2014-2020 is introduced.
