The general principles of CLLD have already been presented in the first issue of the EStIF Journal and this article aims to provide a comparative analysis among different local development approaches across the world. This article examines ways in which these different bottom-up approaches to local development are linked to the emergence of the \"project state\" as well as the ongoing evolution of Multi-Level Governance. It has taken different forms in different contexts. The World Bank has adopted the basic principles of local decision making in its Community-Driven Development (CDD) approach, employed as a critical component of effective poverty reduction and sustainable development strategies across the developing world. In the EU context, CLLD is more focused on economic development within a specific territorial context. The article compares CDD and CLLD across a number of key thematic areas, based on the experience of the World Bank with CDD and the European Commission with CLLD. The conclusion draws out key lessons for the future such as capacity-building at the local and central levels, better evaluation mechanisms to assess the \"soft\" outcomes of these approaches and the need for a strong coordination of multiple interventions applied in the same territory.}, url = {} }
