Combining ESIF with Central EU Funds

MFB ESIF-ELENA Energy Efficiency Programme

The Hungarian Development Bank plc (MFB) is the national promotional bank of Hungary. In the 2014-20 programming period, the bank has been entrusted with the implementation of financial instruments co-funded under ESIF, through a network of financial intermediaries. Among the ESIF financial instruments implemented by MFB are two energy loan programmes. In this article, Csaba Harsányi, Director of the Brussels Representative Office of the MFB describes how several obstacles have been found to be limiting the uptake of both of these programmes, and how the MFB is now investigating how uptake could potentially be improved with the use of Technical Assistance. An application has been submitted to the ELENA (European Local ENergy Assistance) Programme, which provides Project Development Assistance (PDA) in the form of technical assistance (non-refundable grants) for improving energy efficiency, deploying renewable energy sources and implementing urban transport development programmes.
