Operating Experience with Regard to Assignment of Structural Funds in the Centru Region

The Romanian counties of the Centru Region (Alba, Brașov, Covasna, Harghita, Mureș and Sibiu) have reached a visible progress in their development. The rehabilitation of the infrastructure in the past 15 years has attracted companies from Western Europe. Public investments are increasingly being directed into shaping areas such as education and innovation. The Centru Region has distinguished itself economically and thus acquired competitiveness in the European context. Romania's accession to the European Union in 2007 and the ability to use the European Funds have had a positive effect on the direction and on the speed of the transformation process. Nevertheless, differences in the development cannot disappear within a funding period of only 7 years. Traditions, mentality, experiences and idiosyncrasies sometimes act in an inhibitory way in relation to the desired developments. Furthermore, public authorities have encountered various problems with human resources capabilities, especially in designing and managing projects. In order to overcome these shortcomings, a partnership in the spirit of the Twinning idea between the Centru Region and The Federal State Brandenburg (Germany) was established to increase the development of the Region and to improve the implementation and management of the Structural Funds. The success of this partnership can be seen in the results achieved by the end of 2013: Over 200 projects have been implemented, which have led to crucial infrastructure development, the establishment of social and educational centers and business incubators, the creation of new jobs, tourism development as well as the rehabilitation of cities.
