Beyond the Sea: The New European Maritime and Fisheries Fund (2014-2020)

Miguel Peña Castellot, Elisa Roller

The sea has fed humans for much longer than agriculture. Up until very recently, the perception was that sea resources were unlimited. For a long time, public support in the fisheries sector included elements that fuelled the increase in fishing activities. In recent years, this type of public support has undergone a fundamental shift. The main objective of the European Union’s Common Fisheries Policy is to achieve a sustainable exploitation of the fisheries resources, while ensuring economic and social sustainability. EU financial support for the Common Fisheries Policy has in recent years not only focused on fostering sustainability but also on supporting the sustainable development of fisheries-dependent areas. For the 2014-2020 period, the main financial instrument to support the reform of the Common Fisheries Policy, the European Maritime and Fisheries Fund (EMFF), will further reinforce the focus on sustainability and cohesion but will also include new elements such as a greater emphasis on innovation in the sector and a significant shift away from forms of public support that could contribute to increase fishing capacity.
